Good morning, I have several items I’d like to share with you before we review the agenda for next Tuesday’s voting meeting.

A week ago, County Administrator Peter Austin and I once again had the honor of congratulating the 103 high school interns who just competed the third round of the Manufacturing Pathways Consortium’s Rotational Summer Internship Program. At the event at McHenry County College, Pete and I got to interview a panel of these hard workers as they told their family and friends about their experiences working for local manufacturers.

I’ve said this before, and I’ll say it again – the $717,300 that the County Board allocated three years ago to get this program started is one of the wisest investments made through the Advance McHenry County grant program.  Thank you to the students, MCC, and to the area manufacturers who took on these paid interns to give them a taste of pursuing manufacturing careers.

And I’m happy to reiterate that the program will continue next year, courtesy of a workforce development grant awarded by the Illinois Community College Board.

On Tuesday, August 6th, Treasurer Donna Kurtz and County Clerk and Recorder Joe Tirio teamed up with the Heartland Realtor Organization to hold a property tax workshop to educate the public about tax breaks and the many protections available to them.

The event, held at the Realtor Organization’s Crystal Lake office, was well-attended, both in-person and virtually, and Donna and Joe did an outstanding job breaking things down, especially with regard to the new property tax bills and the VIP Taxpayer Program. I’d like to thank both of them for taking the initiative to reach out to the public, and to the Heartland Realtor Organization for providing the venue. Thank you as well to County Board member Mike Shorten for attending.

Yesterday, the Metra Board of Directors held its monthly meeting right down the road at Woodstock City Hall. The city, and Mayor Mike Turner, were very gracious hosts, and I had the pleasure of welcoming the directors on behalf of the county. Our Metra colleagues enjoyed seeing the Square and downtown Woodstock, and it’s always nice when the agencies we work with on a regular basis, be it Metra, CMAP or any other, make the effort to come out here to help forge and maintain close ties.

Starting this month, the Mental Health Board is providing quarterly reports to the County Board in an effort to enhance transparency. You can find it in the reports section of next Tuesday’s agenda. This quarterly report comes in addition to the annual report that the Mental Health Board presents to us. And speaking of transparency, I’m pleased to report that starting in September, Mental Health Board meetings will be streamed and available on the County Meeting Portal.

It's my pleasure to announce that Community Development Administrator Hans Mach has been named to the Board of Directors of the National Community Development Association. The NCDA is a nonpartisan, nonprofit association of more than 500 local governments that administer federal community development, affordable housing, and economic development programs through the Department of Housing and Urban Development.

You’d be very hard-pressed to find a more knowledgeable and dedicated Community Development professional than Hans. His appointment is well-deserved, and it brings great honor to himself, the Community Development Department, and McHenry County.

As a reminder, you all should have received the email from Joe Tirio inviting us immediately after the Committee of the Whole this morning to visit the new McHenry County Election Center. The doors will be open from the end of our meeting until 2 p.m. – if you can’t make it, please let Joe know so he can find another time for you.

And finally, I’m extending an invitation to anyone who wants to join me for my next McHenry County Conservation District Hike With Mike. We’ll be walking the trails of the Elizabeth Lake Nature Preserve, in Richmond, from 10 to 11:30 a.m. this Saturday. It’s great exercise and it’s free. There are a few slots left, and you can register through the Conservation District’s online calendar at www.mccdistrict.org.

This concludes my remarks for this morning. After Members’ Comments and Public Comment, I’ll be introducing McHenry County Economic Development Corp. Executive Director Mark Piekos to provide the board with an update on the MCEDC’s activities. This is Mark’s first meeting with us since he took the reins – he’s really hit the ground running, and I’m excited to hear what he has to say.

Louisett Ness stated Tuesday she was in Oswego for the Mayors Caucus Regional Round Table and she noted it was very informative.  However, it turns out that McHenry County is the only County that has put together the Workforce Housing partnership and there is no other County in the State of Illinois that has put together a process like McHenry County.  

Terri Greeno wanted to mention on Saturday she had the privilege of participating in Get Wet with a Vet and it is where voters volunteer to give Veterans rides around the Chain O' Lakes and then go to lunch.  It gives people the opportunity to meet Veterans, as she did, meeting a man named Ray Martin who is 76 years old, has been married for 56 years to his high school sweetheart, was enlisted to serve in Vietnam, has three children, and was leaving the event to go to his granddaughters' graduation party.  She stated it was a very moving event and was grateful for the opportunity and she hopes that more would participate next year.

Kyle Lindley, of St. Charles IL, regarding the Extension Request

Mark Piekos, Executive Director, joined the committee for the presentation.

Mr. Piekos stated it was his first time presenting to the McHenry County Board.  He stated that annually for the last seven years they end the Leadership Greater McHenry County Youth Program Day at the County Administration building to learn how the County government operates.  He wanted to thank the Board for the opportunity to discuss the McHenry County Economic Development Corporation (MCEDC), as well as officially introduce himself.

Ms. Meshes inquired about what the item is that is going to be coming forward from Mr. Tirio.  

Mr. Tirio stated it is a resolution for printing and mailing the ballots, but the timing was after the posting timeline and they would prefer to get it done before next month's County Board meeting.  

Ms. Meshes inquired about the cost figure.  Mr. Tirio stated it would be for a total of $115,650, which is for the vote-by-mail print/fold/insert mail, as well as ballots that would be used in the polling places.  Ms. Meshes then inquired about what led to the need to increase the budget.  Mr. Tirio stated he does not need to increase the budget, he is seeking approval for it.  

ZONING PETITIONS

10.c.1 - 2024-007 Prairie Enterprises LLC, Nunda Twp, B1-B3 (Requires majority vote of members present.)

Ms. Meshes stated she saw in their packets that there was an email from a lawyer for Prairie Enterprises, and inquired about what the legal ramifications are.  

Mr. Wallen stated the Unified Development Ordinance (UDO) does allow for an extension.  With the application that has come forward, they were able to withdraw that until the current point but it is at the 180-day marker, which means the County Board must act on it or authorize an extension.  So they have requested the County Board to consider the authorization of the extension, which would give them until February 2025.  

Ms. Meshes inquired if a Board member would need to make a motion at Tuesday's Board meeting in order to do so.  Mr. Wallen confirmed that is correct.  

Mr. Smith stated as the members heard Mr. Lindley is in favor of having the request extended, so he anticipates on Tuesday night that he will pull the petition and make a motion to authorize that extension.  

Ms. Althoff wanted to remind all the members for the record that the extension is needed because the Board specifically requested that the petitioner work with the City of Crystal Lake, which is exactly what he is doing.  

Ms. Ness inquired if Crystal Lake supports the extension.  Mr. Wallen stated they have not heard from them, as they are not a party to that.  

Mr. Reinert stated he spoke with Katey Cowlin from the Economic Department of Crystal Lake and they are most anxious to work with them on some conceptual drawings.

Scott Hartman, Deputy County Administrator, joined the committee to discuss the report.  

  • Mr. Hartman stated after the meeting the County Clerk will be providing a tour of the new McHenry County Election Center.  
  • He wanted to mention the space analysis that was discussed at the Administrative Services Committee (AS) regarding facility space issues and staff was going to meet with the architect that provided the last space analysis to get the ball rolling on what the next step would look like.  Various needs are arising for departments so they are aiming to get things started sooner rather than later. 
  • The Strategic Plan is coming in early 2025, and to get that ball rolling they are going to be discussing what the approach will look like, which should begin next week.  A member of that meeting is going to be the new NIU MPA intern, as he was going to be brought to the County to help with various needs, one of which is the Strategic Plan.  His name is Alex Wall, and he looks forward to meeting the County Board members in the next couple of weeks, as he will plan an important role in the Strategic planning. 
  • Lastly, he wanted to thank all of the citizen scientists for all of their help and work with the Spongy Moths.
