Mr. Kolev stated that the idea is to not monitor the individual BMP's that have been in place for developments. The idea is to monitor the maintenance of them. The future proposal is to have it on a GIS system that can be on a tracking software that will notify us on a annual basis to confirm however many tasks have been done and then the information will be documented through the tracking software. We are not doing sampling or monitoring but we do want to be like the EPA and have a tracking system to track specific points to notify us for when sampling or monitoring is required. This research would mainly be for Watersheds to start. The monitoring for this would be more maintenance. To figure out if the homeowner is following the BMP and if not then to figure out if there would be a fine or regulation for it.
Mr. Kolev noted that this process will start with Watershed planning and may take years to be in place. The goal is to pass the SMO amendment now and then we can revise the Watershed planning and monitoring of the BMP's. The TAC will need to come up with a budget for this and create it in a spreadsheet.
Mr. Kolev summarized that the Illinois Urban Manuel is in the SMO. The goal is to have this Watershed planning completed by next year this time. We will bring this topic back up in the September meeting.
